Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.Job DescriptionThis is an excellent opportunity to play an integral role within PSE to help us better serve the environment, our customers and the communities they live in by enabling us to make informed and responsible business decisions. -
This person will serve as technical consultant and overall lead for assuring PSE's Load Office (24 x 7 Transmission Operations and Balancing Authority) fully meets and remains compliant with NERC, WECC mandatory reliability standards and Business Practices, as well as NAESB Standards.Responsibilities will include:

  • Identify new and changes to existing applicable operational standards and procedures.
  • Manage and and maintain an extensive documentation database.
  • Coordinate and support compliance efforts with other affected departments and provide expertise, as needed.
  • Lead the department's audit process every three years.
  • Perform regular audits of daily operations to identify risks and optimise operations.
  • Prepare self-reports and resultant mitigation plans for identified violations.
  • Actively monitor and track new compliance requirements and their operational implications for PSE.
  • Participate in compliance forums, and standards development processes, at both the national and regional levels, as appropriate.
  • Design and maintain compliance measuring processes and procedures.
  • Provide compliance training for staff.

    • Bachelor's degree in business, engineering, legal or related field; or equivalent combination of education and relevant work experience.
    • 10 years relevant experience including 7 years in utility operations or the energy sector with specific involvement with codes and regulations.
    • 3 years of experience with compliance programs (development, evaluation and/or audit)
    • Knowledge and ability to apply program management principles, practices, theories and process development methods and use of problem solving approaches to solve complex problems and perform sophisticated analyses.
    • Excellent verbal and written communication and presentation skills and techniques, with an ability to express complex technical concepts in business terms.
    • Demonstrated ability to provide strong technical and process leadership without direct authority to a wide variety of staff.
    • Strong project management or related experience.Desired Qualifications
      • Experience working with reliability compliance within the utility industry.
      • Possession of a Professional Engineering License.
      • Previous consulting experience with FERC regulatory issues.
