Job Title: Substations and Transmission Lines Coordinator
Job Location: Remote (Travel Up to 0-25%)

Job Description:


  • This position is responsible of all the preconstruction activities that lead to achieving successful bids for construction of both the substations and transmission lines which will supply power to the company Datacenters, ranging from coordinating the design with the EoR, the permits processes with the AHJ, provide support in estimating, scheduling and technical support during the bidding processes.
  • The STLC works in the Datacenter Delivery Group. Is responsible for all assigned substation and transmission lines project coordination from conception (Early Stage) through IFC. To perform this scope, the STLC will work with the appointed EoR and DCE (owner s design team)
  • Role requires due diligence and technical oversight of external engineers of record (EOR) for all assigned Data Center, substation and transmission line projects to ensure compliance with required generation interconnection agreements, scope of work documents, project specifications, site-specific design requirements, IEEE, NESC, ASCE and all other applicable industry codes and standards including and facility rating documentation and corporate safety goals.
  • The position will secure engineering consulting and construction resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through company's Supply Chain Group.
  • The position will be responsible for coordinating with the respective regional and campus Datacenter leads to ensure owner s RFP documents (Contract and Division-1 specifications) are coordinated with planned datacenter builds and applicable to the scope.
  • The position must coordinate with other project stakeholders to develop and secure a substation site and transmission line trajectory, support any engineering updates, providing cost data, project management, scheduling and coordinating the necessary permits to design and build the substation.
  • The position is responsible for coordinating the engineering deliverables until IFC stage, in order to support the company s Substation construction program in Canada, the United States and Latin America. Deliverables include Scope of work documents, Issued for Bid, Issued for Procurement, Issued for Construction, Project Costs Estimate, Risks Assessment, Bid Comparison, Structuring Bid Package, Technical clarifications for bidders, Schedule and Weekly Progress Report. The STLC will be responsible of Project Management during all Preconstruction Stage.
  • The position will be responsible for reviewing and commenting on Performance Specifications prepared by the EOR for completeness, accuracy and applicability to the region, including coordination with the planned Datacenter builds.The position will be responsible for preparing a detailed schedule for the substation build aligned with the regional Datacenter team.
  • The position requires coordination with other groups to ensure that the assigned E&C substation projects are successful. Responsible for representing DCD Group internal and external interests on assigned projects, including presentations/briefing on current progress, issues, and risk mitigation in meetings with various levels of management.
  • Employees in this role will support early-stage design by reviewing EOR drawings and organizing design reviews, supporting vendor product procurement, bid evaluations and contract oversight, material vendor contract support, and general problem-solving.
  • Support and review of interconnection documentation, including system impact studies, facility studies, reactive and harmonic studies and interconnection agreements. Ensures that Transmission Owner requirements and E&C engineering design are consistent and in compliance with all electrical codes requirements and incorporated into the project design.
  • Must be able to work with and communicate often to the respective transmission owners/operators to ensure project deliverables will meet specific requirements, are timely and accurate.
  • Assists Supply Chain with all substation project SOW creation, review, approval, and preparation of shopping carts for engineering services and materials in a timely manner.
  • Supports E&C Estimating with template update via project feedback, technical support, and scope modifications.
  • Works collaboratively with project engineering resources in various disciplines to determine project priorities, work plans and lines of demarcation.
  • Coordinates the contractor s bid clarification and assumptions between the Data Center EOR (Engineer of Record), Owner DCE SMEs, Substation EOR and Procurement team for OFCI (Owner Furnished Contractor Installed) and DCD PMs.
  • Ensures projects are efficient, cost-effective and safely implemented in accordance with department process, procedures, industry standards and policies.
  • Supports assigned project constructability reviews and resolves lessons learned issues as needed.
  • Support Legal in any regulatory filings, depositions and/or hearings.


    Required:


    • Bachelor's degree in electrical engineering.
    • Experience: 5+ years in Substation / TL design and engineering of High Voltage projects.
    • The ideal candidate must have a strong knowledge of substation design, excellent communication and project management skills, a bias for action, proven analytical and problem-solving skills, and an ability to provide value engineering and ensure design quality.
    • The position requires technical competence such as the ability to understand one line and three-line diagrams, general arrangements, plan and profiles, NERC CIP requirements, Protection and Control, IEEE standards, SCADA, telecom, facility ratings documentation and other common deliverables.
    • Some travel required within North America.


      Preferred:


      • Project Engineering and/or Project Management experience with a strong bias for action. PMP and/or P.E. in related discipline is a plus.
      • Able to performs advanced calculations and designs engineering systems with a high degree of independence.
      • Lead performance specification development and design from concept to substantial completion
      • Conducts research and asks questions when performing unfamiliar tasks
      • Prepares basic to advanced system layouts, detailed drawings and schematics
      • Reviews shop drawings for conformance to plans and specifications
      • Able to produce design documents
      • Performs research and makes recommendations as to the feasibility of systems or equipment. Evaluates products for their application
      • Assists with developing, establishing and maintaining relationships with strategic partners and customers in support of business development and/or pursuit activities
      • Providing technical design guidance and quality control on assigned projects
